Quarterly Reports Now Live on PLCB+

MESSAGE FROM GENERAL COUNSEL OF THE PENNSYLVANIA DISTILLERS GUILD (PADG)

To: Pennsylvania Distillers Guild – Leadership and Member Distillers

From: Anthony M. Brichta, Esq., General Counsel

Date: February 7, 2025

As PADG Members will recall, Act 86 of 2024 revolutionized the way Ready to Drink Cocktails (“RTDCs”) are sold in Pennsylvania. The Guild has provided general guidance on Act 86 which noted that Pennsylvania Distilleries selling RTDCs would be required to submit Quarterly Reports once the PLCB system was updated to accept such reports. Please also note that the PADG have provide tax guidance from the Department of Revenue here.

The PLCB is now accepting such quarterly reports on PLCB+. Instructions for submitting your quarterly reports are attached to this Message and can be found here. As discussed in the PDF of Instructions, your quarterly reporting is accessed through the “Submit Report” section under “Existing Licenses” on PLCB+.

Per to the PLCB’s Instructions, the “due date” is the last day of the month following the close of a quarter. Please note that under the PLCB+ system, you will not be able to edit your reports after that date without contacting the PLCB, so it is important to file timely reports.

Please also note that the PLCB is requiring reports even if you did not sell RTDCs to permit holders and have nothing to report. The instructions require that you submit a report and put zeroes in the applicable section.

Guild Members may also are free to contact Attorney Brichta with any questions or
concerns regarding this Guidance from the Department of Revenue or other legal issues relating
to member distilleries. (ambrichta@norris-law.com or 484-765-2256).
